This is minor but there are 349 javadoc warnings currently on master at commit
59311f757e51297cb1baf6986dba0307911b292e. Many are missing descriptions of
parameters or return types. We should either add the description or clean it
up. There are some valid concerns about self closing elements too mixed in
there.
Once this is cleaned up we can fail the build on javadoc warnings and errors :)
