Reading reviewboard there is more detail as to why this is needed. Basically
its a version of PassAllHeadersDispatch. Adding a new dispatch is least risky
for now. I'll create a follow up Jira to consolidate these to avoid
duplication. It would also be good to move the Atlas dispatches to their own
module. Right now they are in the ha provider module. I'll create a Jira for
this as well.
