Instead of eviction being based on the maximum token lifetime, the decision
should be based on the expiration time with consideration for a configurable
grace period (as it had been previously). To resolve some issues with suspected
premature eviction, the grace period should also be increased to something much
greater than the current default of 5 minutes.
