   ## What changes were proposed in this pull request?
   
   CM service discovery handles the recently introduced 
`RestartWaitingForStalenessSuccess` audit event.
   
   ## How was this patch tested?
   
   Updated and ran JUnit tests. As well as manually tested:
   1. redeployed Knox with my changes (topology cdp-proxy was already 
configured to monitor my remote CM cluster where ATLAS was installed)
   2. changed `atlas.server.https.port` from 31443 to 31445 and restarted the 
stale services
   3. waited for the restart to finish and confirmed that `cdp-proxy` got 
redeployed due to the CM config change and ATLAS had the new port number:
