This is similar to what was done in KNOX-2393 with the config property
`sso.unauthenticated.path.list` which was specific to SSO provider. This task
is to have a similar property for all authentication providers.
This is needed for cases where clients need access to jwks endpoint enabled in
KNOX-2570
