Currently, Knox is unable to accurately report its readiness to handle requests
(e.g., all topology deployments have completed).
Knox needs a more reliable means by which to know that all of the topologies
have been completely deployed before reporting that it is "ready".
Knox also needs a new built-in endpoint for querying this readiness, which does
not require authentication.
