Create the storage layer and service for Trusted OIDC Issuers. Will include:
TRUSTED_OIDC_ISSUERS schema, ServiceType, POJO, TrustedOidcIssuerService
interface, JDBC impl, factory.
Filter and admin interface use will be in another task.
Implementation tasks for KNOX-3349.
