Kevin,

Sorry to jump on you, but making Hortonworker (or any other company) only 
uploads is a bad precedent. You can post stuff like this to your Apache home 
directory.  If you log into people.apache.org and put this under your 
public_html directory then people can go to apache.org/~kminder and download 
it.  Otherwise we're making others feel like outsiders or second class citizens.

Also, I'm confused, are you calling a vote for a release here or just putting 
together a current snapshot of the world?  If this is a proposed release I 
didn't see any discussion on the dev list concerning a release.  If it's a 
current snapshot of the world I'm surprised to see it called an RC.
