Add the ability to enforce ACLs for user, group and ipaddrs at the Gateway
level - that is, across all clusters protected by the gateway. This will
require ACL definition in gateway-site.xml and enforcement within the AclsAuthz
provider. This will even further enhance the layering of possibilities for ACL
based policies in Knox.
