I think the time has come to start the release process for 0.3.0.
Here is the closedown report for the jiras marked for Fix Version 0.3.0.

There are only really 3 functional issues there and these can be merged
into master and the v0.3.0 branch if/when complete.
I volenteer to be release manager and will start reviewing and
practicing the release processes documented here on Monday.
