preauth127sla.xml trusts SM_USER header assertion from IPs
127.*,10.*,0:*
This essentially trusts SM_USER assertions in calls from localhost and 10.*
private network.
preauth127sla.xml trusts SM_USER header assertion from IPs
254.*
This is essentially to test a failing case.
I did not have my client with IP 254.*
