It depends which geographic host you get. There are two:
http://www-eu.apache.org/dist/kudu/1.8.0/ and http://www-us.apache.org/dist/kudu/1.8.0/ Only the former has the files as far as I can tell; I'll raise this with Infra. Sebb.
