The Kudu project doesn't merge new code through PRs; we use the [gerrit](https://www.gerritcodereview.com/) tool to do code review and submission. Could you follow the directions [here](https://kudu.apache.org/docs/contributing.html) to adapt this PR into a gerrit change? Also, we do all development directly against the `master` branch, so could you please rebase your work onto `master`?
