WIP: integration test for concurrent tablet deletion and remote bootstrap
I tried to build this test to reproduce KUDU-1325 and KUDU-1328. Thanks to
KUDU-1337, I did see tablet deletion overlap with remote bootstrap, but I
never did get as far as reproducing the crashes from those bugs.
I'm uploading the test in case it's useful for someone else.
