I don't think we have it today. The "filter" in cube designer is designed to exclude some data from source to build cube.
for example, to filter only US region, later after 2014 data. If your requirement is just for Incremental Build with new data, there's next tab called "refresh setting", also with one REST API to have such parameters Thanks.
