In current implement, Kylin disable the whole feature of KYLIN-2217 when it
founds that kylin.engine.mr.uhc-reducer-count>1. Actually, we can distinguish
UHC dictionaries from normal dictionaries and only leave the UHC dictionaries
for job node to build.
