Summary: KapStorageCleanupCLI should deal with a new metadata path

KapStorageCleanupCLI is supposed to work well in all kinds of environments
without manually changing. However, if the user of this tool set a new metadata
URL for some purposes, it will throw an exception rather than handle the case
by itself, which is not what we want.
