Description: In the initial version of GTDictionaryCodeSystem, it only
supports rowkey encoded with Dictionary; While in some cases user can select
not using Dictionary, in that case Kylin will use the value bytes with the
given fixed length in rowkey. Need improve the GTDictionaryCodeSystem to
