In the new cubing algorithm, the cube merge will depend on the statistics data
that collected in the sampling step, to estimate the final HTable size; While
for the cubes that built with old algorithm, there is no statistics data; So,
to support existing cubes/segments, Kylin need generate the statistics from
existing HTables; Then it will be doable to merge with the new segments.
