The 36 hour period is a *minimum* - you can leave the vote open longer if you haven't got the required 3 votes, but you can't close it earlier. The idea is that you are giving everyone adequate time to have their say on the release.
I think you should wait a few hours before sending out the result. (And I might find time to vote later today.)
