Kylin now allows to create a cube segment with empty data set (see KYLIN-863);
While when merge the segment, it need confirm with user to merge the empty
segment (in case some segment need be refreshed); If user selects continue,
then set the "forceMergeEmptySegment" parameter to true in the rebuild request
to REST server;
