Summary: Dump running queries on memory shortage

Encountered high GC in Kylin query service sometimes. Suspect some bad query is
taking up too much system resource.
The feature should dump running queries on resource shortage. Then troubleshoot
can proceed. Optionally, bad query can be killed once detected.
