+1 for "Only requires approval the first time".

While "Requires approval every time" might help to increase the utilization of 
infrastructure for CI builds, it greatly lowers the experience for all the 
current and potential contributors. Allowing easy access to CI builds is the 
gate to everyone, which is key to the Apache way for the community.

I urge ASF to to revert this changes to all the projects. And  I suggest ASF 
review this policy change on potential abuse of CI builds and encourage project 
to conduct more agile way in CI builds, like fast-failed, statistics for abuse, 
statistics for the ratio of Builds/Merged PRs.
