[DISCUSS] Release 1.8.3 and mark branch-1.8 EOL?

Hi Kyuubi community,

Currently, there are ~30 commit accumulated on branch-1.8 after 1.8.2, I’d like 
to have a final release on branch-1.8 and also mark it EOL, what do you think? 
I will prepare the RC if no objections.
