If you mail me the res/nl/..../GenericCommands.xcu I could have a look
at it.

The file is OK. Putting it into my (German) build (~=s/"nl"/"de"/) I can see dutch strings all over the place - including "Recent geopende documenten".

But doing so I hit another snag, which might be the same you experience. If you have an existing user data directory for that version changes which affect only the localized xcu files may not be picked up by the cache we use for speedup. Please delete the directory $userdata/user/registry/cache (or at least all the files it contains).

On Windows the $userdata directory is named "OpenOffice.org1.9.XX" and located in the (hidden) "ApplicationData" directory within your user profile. (On un*x it is $HOME/.openoffice.org1.9.XX).

For testing it is a good idea to start with a clean user data directory for each install. You can achieve that by changing the UserInstallation entry in $install/bootstrap.ini (bootstraprc on un*x) to read
UserInstallation=$BaseInstallation/UserData
This creates the user data within the installation (similar to 1.1.x single-user install).
