Technically speaking, it depends on your system. I can image that after
huge effort, I'd be able to create RPM on Windows. But before doing so, I'd
ask if it is needed at all ;-)
If GNU/Linux system is an issue for your team, I can again add support for
nl to my build system and you can leverage the testing done by other
language teams that use my builds.

I use XEmacs every day and it taking *15 seconds* to indent a line of Java
makes me seriously think about using Emacs instead.
