I checked this file in Mozilla already, and it's encoding is exactly UTF-8.

For one of the damaged strings:

officecfg registry\data\org\openoffice\Office\DataAccess.xcu 0
value
..DataAccess.DriverSettings.com.sun.star.comp.sdbc.MozabDriver.ColumnAliases
FirstName 0 7 ??мя

The file
officecfg/unxlngi4.pro/misc/registry/res/ru/org/openoffice/Office/DataAccess.xcu
contains these strings, and encoding is UTF-8.
