Yes, but only from the view of external. Ivo knows much more.
I'm the process database to localize.sdf ;) Our translation database holds all strings and the knowlege of the status of each string ( new / changed / ... ) . From time to time I merge the content from the database into the source code. Also the latest changes in the sourcecode ( new or modified strings )are synchronized with the database every day.

Note that it is impossible for each milestone to create a cws, merge strings, build and check files in. This cause too much work, so we have intervals for that.
