My tests let me assume that it is _not_ an issue of ICU. Because I can use the 
test software from ICU 2.6 without problems. You can find it in 
source/samples/layout of ICU. Using this gnomelayout program shows my Khmer 
text without the shifting of the mark characters!

And doing the same with an ICU that is patched with the OOo patch does also 
not show the problem in the gnomelayout program. 

I do not have the source of OOo here, so I can not debug this here. If someone 
can give me a hint what to do to narrow the problem I will try whatever I 
can.
