AFAIK this information is not totally correct. There is a problem with Khmer that does not show up in ICU 3.2. It is related to more than one subscripts underneath eachother. This does show up in the test software of ICU 2.6 but does not show up in ICU 3.2 The other problem you are asking about is different. Because it is not visible in the test software of ICU 2.6 and it is clearly related to how fonts which use anchors for the glyph positioning are used. Fonts without anchors don't show this problem!
