could be rephrased, I guess. Of course people submitting locale data
want to be in control of it. But in general the data like separators,
day and month names and so on should really be identical to those of the
CLDR, once it is in a good shape. So if it is known that CLDR has good
data for a locale, the value should be "yes", and only errors in the
CLDR and discrepancies like those of af_ZA should lead to a "no".
Currently many locales contain a "no" because there are so many
outstanding TODOs of the audit.

Please mention that the versionDTD attribute MUST have the value stated
as #FIXED in the corresponding locale.dtd that is used in the build, and
the XML of course MUST validate against that DTD.
