There might have been a miscommunication with Ingo. The problem is not with W98, it is with Windows XP for languages that are not supported by the system (several Indic scripts, such as Punjabi and almost all other indic scripts). What I was trying to do is to have a Khmer build that uses an English language Installer.
We can create a Multi installer that installs in English and then automatically starts in Khmer (pre-configure UI, locale and CTL language to be Khmer).
For this preconfigured stuff you presumably patch scp2 (?).
The only problem is that you have to build first and them do a dmake for the creation of the installer.
If you do, you could also patch instsetoo_native/util/makefile.mk to build your special installer as default target.
