The solution found by the Khmer team (whose language is not supported in
any version of Windows) is to build a bi-lingual package (english+your
language). Possibly you need to package an extra configuration file to
make the Office start in your language after installation, because it
would normally do this only if you chose your language at the system
level - which you can't do in this case.
