[l10n-dev] building problem

hi,

        I want to build an "extern/99" OpenOffice.org on Windows. I do it 
according to 
"http://l10n.openoffice.org/L10N_Framework/How_to_localize_and_build_OpenOffice.html";
 step by step. But it can't work. There is no directory "99" in the path 
instsetoo/wntmsci9.pro. why?
