where you would get some idea on how much we need the OOo Malayalam Software. In this page take the first link which is a report (in pdf format). Go through this report which is a circular issued by the Kerala Govt. Here you will thouroughly understand what all is needed and what all is available to do this. Aso try  building the source code which is available in the OOo website. Once you have done the reading part contact me or the group again.
 
Right now I am alone and the glossary is getting ready. To find how difficult the task is you can try translating some strings like 'Document', 'Paste'. etc, on which you can find that English to Malayalam is almost impossible because Malayalam is extremely deep that on usage of many words would puzzle commoners. Simplified, commonly used wordings is what is taking time to find. Once the glossary is ready, I assure you it would be piece of cake.
