Probably because charset=ISO-8859-8-I; is quite unusual and unknown..

See the answer you received on the general dev@ list you copyposted to,
and note that for this reason, answer not showing up on other lists,
doing so is not such a good idea.. avoid posting to multiple lists, and
if absolutely necessary at least crosspost using one mail and multiple
addresses in the To header instead, so one can see that it is
a crosspost and also answer to all lists.
