of ISO 639 and ISO 3166 is covered by RFC 3066.

LCID and mappings to/from ISO codes are already defined in OOo2.0. For
a new language listbox entry I just created

If you want full support of the locale, for example as a default
document language or in number formats, you'd need to provide locale
data, take a look at i18npool/source/localedata/data/ru_RU.xml as
a template and i18npool/source/localedata/data/locale.dtd for
guidelines. In general having locale data is sufficient, only a few
languages may need more work in the i18n area.
