Think of the ListSeparator as a separator between elements when using
a list of elements in parser contexts, similar to a field separator.
Usually just keep the ';' semicolon used in the locale data, except if
there is a justified reason not to do so. Especially, the ListSeparator
should not match any of the other separators. The current code base
doesn't use it though, but may in future.
