This resembles a bit the Hebrew numeral system, which is already
implemented, see i18npool/source/nativenumber/nativenumbersupplier.cxx,
maybe that can serve as a guideline.

You may file a request for enhancement (RFE) issue, see

Even better would be of course if you also submitted a patch
implementing it ;-)
