As Anousak has said, there seems to be people who have done some very good work on localising OOo to Vietnamese (http://vnlug.org/wiki/moin.cgi/ViOOo). There might be a OOo 2.0 version in Vietnamese, but it is not annouced in this page. The latest that is named is build 104, but the po files could be older than that.

As you have detected, the common source is not prepared for Vietnamese. It would be great to make sure that all versions of OpenOffice work well in Vietnamese (even the ones that have user interfaces in other languages). In order to do this, it is necessary to prepare some patches for the source. It is not too complicated, and it will later make the localisation process very easy (and will facilitate building the source for vietnamese, if you want to do it yourself).
