Define the locale where? The numeric ID is only used internally, and in
the MSI installer. It maps to the ISO codes combination ak_GH. In the
contexts of string resources, localized configuration entries and locale
data files, ISO codes are used. For UI localization the language code
'ak' only should be sufficient. The locale data file for the i18npool
module would be ak_GH.xml
