Okay, but this causes trouble for me. I want to merge PO files from
Rosetta which do NOT have this kind of comments with the POTs from
OpenOffice which do have these msgid comments. msgmerge is unable to
do this. Is there any workaround?

oo2po and po2oo have the "--duplicates=msgid_comment" option, but this
does only work for converting to and from GSI. I want to merge PO and
POT or two PO files.

you can generate your own set of pot files without unique id-s from en-us.sdf
