An option would be of course to include ALL languages in the installer and leave English as the default. It is a very small overhang. Other software projects use this solution.
I don't think including all languages would solve the issue. If Operating system has no locale for a language, installer needs to base its interface settings on its internal setting. Let's hope Javier's issue is solved soon.
