sfd format is extremely poor in metadata capacity, and in classification in general. That makes it difficult to store data in the file (even the basic data stored in a PO header, let alone the detail you can store in XLIFF), and to manipulate the file in different ways.
The more flexible your format is, the more you can do with it. Editors like Pootle, Kbabel and LocFactoryEditor (OSX) have chosen XLIFF as their basic format because it gives them more capacity, and they can pass on those features to you. You can store different translations for one item in XLIFF, comments, suggestions, translator information for different items, translation memory, dates modified ... like any XML file, you create the classes that work best for you.
Most of those have already been suggested in the XLIFF standard, but the more of us who look at it, the better suggestions they have. XLIFF is already the standard in professional translation, so it also makes it easier for professional translators to do voluntary work in free software in their spare time.
XLIFF has a lot of advantages, and it makes sense to support the standards. If OpenOffice.org supports OpenDocument, it should certainly support XLIFF. It will get the same benefits of transferability, portability, meta-information storage and flexibility.
