This is wrong approach. It was not planned for 2.2.1, but we should
also think about integrating bugfixes in translations into stable
branches in the future.
Are you talking about separate release schedules for language packs?
Well, why not?
No. We will release 2.2.1 in many languages. Language packs and full
installation sets in that language.
And we simply want translators to be able to have their latest
translations in this release as well.
Nothing more.
