Some months ago, this was worked on by some language teams. Sun l10n team provided a list of menu options at the wiki. For Spanish this is still here:

What was suggests, was to go through the menus andfindthe best mnemonic per Menu. Try to be meaningfull and avoid duplicates.

I wrote a simple AWK script to detect duplicates in files saved from the wiki page:

http://pl.openoffice.org/source/browse/pl/apps/check_mnemonic.awk

It uses wiki colors for duplication alarms. Using this, and some previous knowledge on how other Polish software uses mnemonics, I was able to fix 1st level menus in three hours.
