one problem is that you can not review the windows installer if I
provide only langpacks.... thats why I always created full instsets.

Is it possible to get only the langpacks of the CWS?
So it is easier to test the translations. Users, who doesn't use
RPM-based Distries need a lot of time to convert it. So only the
langpacks must be converted.
And can use with an actual developer snapshot.
It also need less of bandwith for the downloads.
