I'd like to ask one thing I was in trouble with and I even filed an
issue, but later closed it as invalid. Now I started to doubt was it
invalid at all.
In Windows, there is a settings field in Windows Contol Panel - Regional
and language options - Advanced - Language for non-Unicode programs. It
tells: "This system setting enables non-Unicode programs to display
menus and dialogs in their native language. It does not affect Unicode
programs, but it does apply to all users of this computer."
When this language is set to English, and all OO.o language settings are
still not set after clean installation, OO.o seems to use this setting
to set language for newly created empty documents (only documents, not
UI), ie. in localized versions working in Windows, where locale is set
to native language but this setting by accident unchanged, language for
new documents will be set to English (US).
Is this correct behaviour?
