OOo UI for Indonesian translating is not listed there, and I don't know how to create it.

Pootle is not the only tool for OO.o localization although many language teams are using Pootle. You can choose the tool you want.

I don't see Indonesian is listed in the OO.o language list:

To start translation project, you may need to start the Indonesian Native Language project first and call people to participate. Then you guys can discuss which tool will you use for OO.o localization.
