This sounds like an important and useful step of the software, I'd like
also to know its status.
Also, could a collaboration with the HSQLDB community to provide .po
instead of .properties be of benefit?

is pretty old... I cannot see those HSQLDB messages in Pootle, which
would be the best way to handle them.
